Harmonica

Harmonica recently participated in the OECD Co-Creation Bootcamp, a two-day event held in Lisbon, Portugal aimed at leveraging emerging technologies to improve civic participation. The bootcamp brought together policymakers, civic tech developers, and innovators from across Europe to tackle real-world governance challenges proposed by the governments of Spain, Portugal, and the Netherlands.

Harmonica contributed to two of the key challenges at the bootcamp:

Challenge B (from the Spanish government): This challenge focused on how technology can help citizens surface, discuss, and prioritize societal needs. The Harmonica team worked on solutions to bridge the gap between public concerns and policy action, exploring AI-driven facilitation, structured deliberation spaces, and innovative engagement tools to amplify citizen voices.

Challenge C (from the Netherlands government): This challenge tackled the problem of policymakers having to process vast amounts of unstructured qualitative data from public consultations. Harmonica contributed ideas on how AI and machine learning could be used to synthesize these inputs into actionable insights while maintaining transparency and inclusiveness.

They are proud to share that both teams that Harmonica team members contributed to were winning proposals (two of only three winning projects). These winning initiatives will now move into an implementation phase, with OECD and national institutions providing further support.

As these projects develop, there may be continued opportunities for Harmonica to contribute to their execution, ensuring that citizen participation and deliberative governance benefit from cutting-edge technological support. They look forward to seeing how these solutions evolve in practice and will keep their community informed about any future involvement.
